In a world where everyone else possesses the innate ability to power up quartz, the energy source driving all machines, Rygart Arrow is the exception. Fortunately for him, the King and Queen of his nation Krisna are former classmates. Yet, this connection also extends to Zess, the commander of the enemy mech army attacking Krisna. Arrow, as usual, feels helpless in the midst of war. However, his discovery of a potent, ancient battle suit inaccessible to others may alter his fate. She becomes a champion in the dogfighting world but Takeru halts her reign. However, Sayoko's life hangs by a thread as her cyborg brain is configured to destroy itself unless she returns to the ring or is cured within a week. The story's other characters also carry burdensome histories, and the Albion Corporation is relentless in reclaiming its stolen possession.

Some of them make no secret of their existence and have gained popularity in the society, while others cloak their identities and fight in secrecy. Naturally, the Japanese government cannot ignore the existence of these superhumans and establishes an organization under the Ministry of Health and Welfare - the Overpopulation Research Laboratory, a.k.a. the Superhuman Bureau. Their mission is to identify and approach superhumans, then oversee and safeguard them.
